The purpose of this chapter is to regulate the business of tattooing, body piercing (excluding ear piercing), body branding, and body scarification to protect the health and welfare of the general public. The adoption of M.S. §§ 146B.01 et seq., as they may be amended from time to time, has established comprehensive state regulation of these practices. M.S. § 146B.09, as it may be amended from time to time, specifically allows continued municipal licensing of commercial enterprises. The City Council finds that the local licensing in addition to the state regulation will provide a broader and desirable protection of the general health and welfare of the community.
