The Council may adopt by resolution certain written rules of procedure to be followed in all regular and special Council meetings. Such rules shall be effective 30 days after adoption and shall be for the purpose of establishing and maintaining order and decorum in the meetings. Such rules may be amended from time to time by majority vote of the entire Council after being considered at two consecutive regular meetings.
