The purpose of this chapter is to prescribe licensing requirements and regulation of sexually-oriented businesses in order to protect the general health, safety, and welfare of the citizens of the city, and to control certain land uses that may have a direct and detrimental effect on the character of the city’s residential and commercial neighborhoods.
