§ 111.11 REGISTRATION.
   (A)   Registration required.
      (1)   All solicitors and any person exempt from the licensing requirements of this chapter under § 111.07 shall be required to register with the city prior to engaging in those activities.
      (2)   Registration shall be made on the same form required for a license application, but no fee shall be required.
      (3)   Immediately upon completion of the registration form, the city administration shall issue to the registrant a certificate of registration as proof of the registration.
      (4)   Certificates of registration shall be non-transferrable.
   (B)   Registration not required. Individuals engaging in non-commercial door-to-door advocacy are not to be required to register.
