§ 153.22 EXEMPTIONS AND EXCEPTIONS.
   The following are exempted or excepted:
   (A)   Signs under one square foot in size;
   (B)   Public regulatory, warning and traffic guide signs erected by a government entity consistent with criteria set out in the Manual of Uniform Traffic Control Devices (MUTCD);
   (C)   Artwork and architecturally incorporated features on buildings, structures or sites (note that in some areas these items do require a design review);
   (D)   Address numbers and or street name located at the address location up to three square feet;
   (E)   Balloons up to 12-inch diameter;
   (F)   Flags of official currently existing governments including federal, state or local governments or military units (e.g., POW/MIA flags) meeting the following standards:
      (1)   Commercial or mixed uses (buildings or sites): maximum size of ten square feet, maximum number of three flags exempt (larger and additional flags require a sign permit); and
      (2)   Governmental or residential uses (buildings or sites): no maximum size or number.
   (G)   Signs directing traffic on private property, but bearing no commercial message (e.g., “enter”, “exit” and “loading zone”);
   (H)   Holiday or religious decorations which do not contain any commercial messages;
   (I)   Memorial tablets containing non-commercial messages (e.g., grave markers or memorials);
   (J)   In any district and on any property, all non-commercial signs of any size may be posted in any number from August 1 in a state general election year until ten days following the state general election; and
   (K)   Signs deemed to be of historic significance by the city’s Heritage Preservation Commission. (See §§ 153.40 through 153.49 of this chapter.)
