(A) Gambling devices shall be operated and raffles conducted by a licensed organization only upon premises which it owns or leases; except that, tickets for raffles may be sold off the premises. Leases shall be in writing and shall be for a term of at least one month. No lease shall provide that rental payments be based on a percentage of receipts.
(B) A copy of the lease shall be filed with the City Clerk.
(C) The Council may, in its discretion, waive any lease requirement, as set forth herein.
