It is unlawful for any person to consume, or possess in an unsealed container, alcoholic beverages on any street, sidewalk or alley or other public property, except when and where permission has been specifically granted or licensed by the Council. The possession and consumption of alcoholic beverages shall be allowed in public parks unless otherwise posted.
