The city shall inform the public by official notification, as well as posting and buoying the “Upper Harbor” and the extension of the center of Bailey Avenue where the same intersects the main channel of the Mississippi River. All necessary law enforcement agencies are authorized and entitled to enforce the provisions of this subchapter.
