It is unlawful to operate or park any vehicle or combination of vehicles upon any public street or alley within the city where the gross weight on any single axle exceeds 10,000 pounds. This weight limitation does not apply to emergency vehicles and public service type vehicles. Furthermore, this weight limitation does not apply to the following streets designated as truck routes in the city:
