The Police Chief, under the direction of the Chief of the Fire Department, or in his or her absence, the officer in command shall prescribe limits in the vicinity of a fire within which no person, excepting those residing or having property therein, members of the Fire Department and those admitted by the Chief or other officers of the Fire Department, shall be permitted to come and it shall be the duty of the Police Chief to strictly enforce this section.
