(A) The names of all persons seeking to become members of the Fire Department must be voted on by the company; if elected, their names must be presented to the City Council for approval or rejection; provided that, the members of the first company shall be appointed by the City Council.

(B) If any firefighter at a fire shall disobey or refuse to obey the orders of the Chief of the Fire Department, or of any superior officer in their respective stations, he or she shall be subject to a penalty and shall forfeit for each and every default not less than $1, nor more than $5, for the use and benefit of the company to which he or she belongs and he or she also shall be subject to suspension or dismissal from the Fire Department.
