§ 31.002 MEMBERS.
   (A)   The Street Commission for the city shall consist of five persons.
   (B)   Each Commissioner shall be appointed for a two-year term; except that, vacancies shall be filled for the unexpired term only.
   (C)   Each Commissioner shall continue until his or her successor has been appointed and qualified.
