No applicant shall be eligible to become a volunteer member of the Fire Department unless such person shall possess the following qualifications:
(A) Be at least 18 years of age, unless said member is applying for a Junior or Explorer position.
(B) Be a citizen of the United States.
(C) Satisfactorily complete a physical fitness performance test approved by the Fire Department.
(D) Be physically fit to perform the duties of a firefighter, said fitness to be evidenced by a certificate to that effect, made by a practicing physician of the state approved by the Fire Department.
(E) Be subject to a criminal and motor vehicle record check.
