§ 114.09 APPEAL.
   Any person aggrieved by the action of the Chief of Police or Municipal Clerk in the denial of an application for a license, or in the decision with reference to revocation of a license, shall have the right to appeal to Township Committee. Township Committee shall not hear any appeal unless the applicant has first made appeal to the Chief of Police. Such appeal shall be taken by filing with the Clerk, within 14 days after notice of the action complained of has been mailed to such person's last known address, a written statement setting forth fully the grounds for a hearing on such appeal. Township Committee shall set a time and place for hearing the appeal and a notice of the hearing shall be given to the applicant. The decision of Township Committee on the appeal shall be final and conclusive.
