Pawnbrokers and second-hand dealers of goods shall make available to the Chief of Police records of deposits or redemption of goods and pledges, showing the description of each article or thing received by him or her during the business day immediately preceding the filling of the report, together with the amount of money loaned thereon, and description of the person making the pledge. Copies of the records shall be made available to the Chief of Police at any time.
