No pawnbroker may receive mechanic’s tools used in the erection, addition or alteration of any building or structure, unless the person produces to the pawnbroker two reputable citizens who reside in the county for which the pawnbroker maintains a business and would set forth an affidavit containing the name, residence and occupation of such affidavit, and that he or she believes that the individual is the true owner of the tools. Such affidavits are subject to inspection, and any violation of this provision, the pawnbroker will be guilty of a misdemeanor. [N.J.S.A. 45:22-33]
