The Commissioner of Banking and Insurance may develop the form that such books and records are to be kept by the licensee, what books and records shall be maintained for a period of two years after making the final entry on any pledge recorded and any other rules and regulations deemed appropriate. The Commissioner shall co-operate with the police and other officials of the several municipalities for the recovery or restoration of stolen property.
