(A) No person, either as owner, manager, lessee, officer or agent, or in any other business, within the Township, shall operate or permit to be operated a second-hand dealership without first having obtained a license from the township to do so.
(B) If an individual is deemed a pawnbroker or business deemed a pawnshop, then a license from the Commissioner of Banking and Insurance is required. [N.J.S.A. 45:22-2]
