(A) All animal shelter facilities shall comply with the provisions of this chapter as well as rules and regulations enacted by the State of New Jersey and the Camden County Department of Health.
(B) To ensure compliance with this chapter, each year the Camden County Department of Health or another official determined by the Camden County Department of Health shall conduct an inspection of every' Animal Shelter Facility, and shall issue a certificate of inspection indicating compliance with this chapter.
(C) In addition to the annual inspection, the Camden County Department of Health, upon receipt of a complaint that an Animal Shelter Facility is being operated in a manner inconsistent with the provisions of this chapter, shall conduct a compliance inspection of such animal shelter facility.
