Any written agreement, purchase order or instrument whereby the Township is committed to the expenditure of funds in return for goods or services, or both, shall not be entered into unless such agreement, purchase order or instrument contains provisions requiring that any equipment or activities which are subject to the provisions of this chapter will be operated or conducted without causing violation of this chapter.
