Whenever an applicant requests a verbatim transcript of a recorded proceeding, he shall be given the option to arrange, through the Township Clerk, for the transcription of the recording by anyone on his own selection, the cost of which is to be paid by the applicant; or the Township will, through the Township Clerk, arrange for the transcription, the cost of which will be paid by the applicant.
