After the Clerk has certified that the claims have been approved, she shall turn the same over to the Chief Financial Officer, who shall forthwith prepare the necessary checks for the payment thereof, which checks shall be signed by a Township Committeeperson, the Township Clerk or Deputy Clerk, and the Chief Financial Officer or Deputy Treasurer. After preparing checks for payment of claims, the Chief Financial Officer shall record them in proper books of account and thereafter mail or deliver the checks to the claimants.
