§ 30.003 QUALIFICATIONS; RESIDENTIAL REQUIREMENTS.
   (A)   The Municipal Administrator shall be chosen on the basis of his executive and administrative qualifications, with special reference to actual training or experience in governmental affairs, and educational experience and training.
   (B)   The Municipal Administrator must be a resident of the state.
