Water for all purposes, except city fire hydrants, shall be supplied through water meters only. Any arrangements for the use of water for purposes other than as herein provided shall be subject to the written approval or shall be authorized by resolution passed by the city council. The right is reserved by the city to make such reasonable changes in rates and in conditions hereby established and to establish further rules and regulations from time to time as may be found expeditious or necessary.
