No water shall be furnished or supplied to any customer for any purpose whatsoever until such customer or water taker shall make application for water, in writing, on a form to be furnished by the city. Said application shall state the use of water and shall be signed by the owner or renter of the premises to be served with water. The consumer shall thereafter be required to pay water rates for all water passing through the water meter, to be furnished by the water department, and said water meter shall remain the property of the water department.
