3-3-2: DUTIES OF PUBLIC WORKS DIRECTOR:
   A.   The public works director shall have general supervision of the entire waterworks system. He shall ascertain the conditions and needs thereof, and shall from time to time report the same to the mayor and city council, and shall have general supervision of the water department and employees of the water department.
   B.   The public works director shall be subject to the supervision of the city council and shall be in direct charge of and accountable for the operation of all machinery and equipment of the waterworks system. He shall be subject to the rules as set forth by the city council. (Ord., 4-2-1929; amd. 1981 Code)
   C.   The public works director shall direct the reading of all water meters and report such readings as required. (Ord., 4-2-1929; amd. 1981 Code; Ord., 5-2-1983; 2009 Code)
   D.   The public works director shall keep a full and correct list of all applications made and granted for the supply and use of water. He shall keep a complete record of all taps made in the various water mains and pipes of the city, giving their exact location with reference to lot lines, curb lines, blocks, additions, street intersections, their number and size, and the length of pipe laid.
   E.   The public works director shall do all other mechanical work necessary to keep the waterworks system in the best possible condition. He shall prevent injury to the water system and waste of water, and shall institute legal proceedings for the punishment of those violating the provisions of this chapter or any ordinance hereafter created governing the water department.
   F.   The public works director shall make or cause to be made all repairs occasioned by leaks or breaks in the water mains of the system, and shall shut off water from all premises where leaks are permitted to go unrepaired. (Ord., 4-2-1929; amd. 1981 Code)
   G.   At least annually, the public works director shall carefully examine and test all fire hydrants and street valves, and in case any of them are found to be in an unsatisfactory condition, he shall at once have them placed in good working order. (Ord., 4-2-1929; amd. 1981 Code; 2009 Code)
   H.   The public works director is authorized to sell copper pipe or any material or fittings that the city has in stock to any entity for which the city has an existing contractual relationship for public works services, including entities with which the city has contracted for the sale of water, at cost plus ten percent (10%) handling charge.    I.   The public works director shall supervise and inspect all work done for and in connection with the water department, and he shall supervise and inspect all repairs and alterations to the same. He shall keep a copy of this chapter on file in his office; and in addition to the foregoing, do and perform all other duties that may be imposed upon him by law and by the ordinances and resolutions of the city council.    J.   The public works director shall examine and approve all bills and accounts against the city arising out of the operation of the water department. (Ord., 2004)
