2-3-2: POWERS AND DUTIES:
The council shall have the following powers and duties:
   A.   To negotiate economic development proposals on the behalf of the city.
   B.   To appoint such steering committees as may be deemed appropriate by the council.
   C.   To make recommendations to the city council. (Ord., 10-2-1989)
