11-2-10: WINTER PARKING RESTRICTIONS:
   A.   The Virginia City Square, as referred in this section, shall be that portion of Beardstown Street, Springfield Street, Main Street, and Front Street as defined by the area within the intersections of said streets.
   B.   No vehicle shall park, stop or stand idle on the Virginia City Square between the hours of six o'clock (6:00) P.M. and six o'clock (6:00) A.M., when two inches (2") or more of snow has fallen until said square has been completely plowed. The official depth for the purpose of this subsection shall be determined by the City Public Works Director, whose determination shall be final and not subject to appeal.
   C.   No vehicle shall park, stop or stand idle on the Virginia City Square between the hours of six o'clock (6:00) P.M. and six o'clock (6:00) A.M., when the National Weather Service forecast for the City predicts snowfall to meet or exceed two inches (2") during any twenty four (24) hour period preceding, including, or immediately following the commencement of said restricted time period. For the purpose of this subsection only, the Public Works Director shall post the start date and end date for parking restrictions called for by this subsection, by placing notice of "winter parking restriction" at City Hall or other conspicuous, public place located on said Virginia City Square.
   D.   Any vehicle parked in violation of this section shall be towed at the vehicle owner's expense, which shall be, at a minimum, a one hundred dollar ($100.00) charge. Furthermore, any vehicle towed for violation of this section shall not be released until all towing and storage charges are paid in full. Storage charges shall accrue at the rate of twenty five dollars ($25.00) per day, commencing the day following the day the vehicle was towed.
   E.   In addition to the penalties provided in this section, any violation of this section is also punishable as provided under the City's General Penalty Ordinance, section 1-4-1 of this Code. (Ord. 2015-15-02, 5-11-2015)
