11-3-4: NOISE CONTROL:
   A.   Muffler Required; Noisy Vehicles Prohibited: Every motor vehicle, except electric, operating on the streets of the city shall be equipped with an adequate muffler which shall not be cut out when used on the streets. No person operating a vehicle shall permit the pipes, muffler or other devices to emit sounds of exhaust in a loud and annoying manner, and all such vehicles shall be operated in as noiseless a manner as possible. (1925 Code § 35-18)
   B.   Jake Brakes Prohibited: It is in the best interests of the city to control unwanted noise throughout the city. The noise created by the use of compression braking, also known as "jake brakes", by semitractors and large trucks is disturbing to the citizens of Virginia, particularly in the evening and early morning hours. The use of compression braking, also known as "jake brakes", upon the streets and highways within the city limits is hereby prohibited. (Ord., 2-7-2000; amd. 2009 Code)
