Whenever the mayor shall deem it necessary to establish temporary night watchmen or police officers, he may, in writing under the corporate seal, appoint a suitable number of reputable and discrete citizens of the city as temporary watchmen or police officers, whose powers, duties and liabilities shall be the same as other watchmen and police officers, and who shall take and subscribe the same oath. The mayor shall report all such temporary appointments to the city council at its next regular meeting, and the city council may continue or discontinue the same in its discretion, and the person so appointed shall receive such compensation as may be agreed upon by the mayor or as may be provided by the city council.
