It shall be the policy of the city that owners, lessees or occupants of real property which abuts a public right of way, including ditches, boulevards, or other similar areas, shall be responsible for mowing said right of way areas which lie immediately adjacent to the property owned, leased or occupied by such persons and keeping such areas free from the accumulation of yard waste, litter and debris.
