9-2-3: NOTICE TO ABATE; ABATEMENT COSTS:
In all cases, when any nuisance shall be found in any building or upon any ground or other premises within the city, forty eight (48) hours' notice may be given in writing by the chief of police to the owner, agent or occupant of such building or other premises, when he is known and can be found, to remove such nuisance. In case of his neglect or refusal to abate the same in accordance with such notice, he shall be chargeable with the reasonable expense incurred in the removal thereof, in addition to the fine and penalty hereinbefore specified, to be collected as other fines and penalties. For these purposes, a charge by the city of two hundred dollars ($200.00) per hour for labor and equipment, plus disposal costs, if any, shall be deemed reasonable.
