A. Deposit Of Offal And Garbage:
1. No person shall deposit offal, garbage, night soil, ashes or other refuse matter of any description upon any street, alley, vacant lot, public grounds or premises within the limits of the city. (1925 Code § 26-1; amd. 1981 Code; 2009 Code)
2. It shall be unlawful to dump or otherwise dispose of trash or garbage on or about any property owned or leased by the city. The dumping or disposal of brush, leaves and grass clippings is specifically excepted from the provisions of this subsection A2. (Ord., 11-7-1988; amd. 2009 Code)
B. Accumulation Of Offensive Substances: No person shall suffer any offal, filth or nauseous substance to be collected, deposited or to remain in any place in such a manner as to emit noxious, disagreeable or offensive odors to the annoyance or prejudice of any person, or to throw or deposit any offal or any other offensive matter in any watercourse, lake, pond, spring, well or common sewer. C. Stables, Pens: No person shall keep within the city any stable, pen or premises in which any horses, cattle or other animals may be confined or kept in such a manner as to be foul or offensive or cause annoyance to the city. (1925 Code § 26-3; amd. Ord., 11-6-1982; 2009 Code)
