The owner or owners shall, before such plat is approved by the city council, execute and file with the city clerk a deed, properly acknowledged, conveying to the city in fee simple the parts of the plat dedicated to streets and alleys. In case the city council shall not approve of such plat, said deed shall be returned to the grantor; in case they shall approve of the same, the city clerk shall file such deed for record in the county recorder's office.
