Hereafter, when any proprietor or owner shall desire to lay out an addition or make a subdivision of any block or outlot in the city, he shall cause the same to be surveyed and platted so that the same shall conform to the established streets and blocks which such addition or subdivision may adjoin, such streets to be contiguous and straight and of the same width; provided, that any change in these particulars may be made by the consent of the city council to whom all such plats or additions and subdivisions shall first be submitted at a regular meeting thereof for their approval.
