5-2-2: PUBLIC BUILDINGS:
   A.   Exits:
      1.   Exits Required: It shall be unlawful for any person to own, operate or control any building, room or hall as a hotel, lodge room, assembly hall or place for public meetings within the city unless said building, room or hall shall be provided with at least two (2) exits leading therefrom to the streets or alleys below, and said exits shall be placed so as to provide the best possible means of egress in case of fire. (1925 Code § 21-1)
      2.   Repair And Maintenance: Every person or persons owning, operating and controlling any building, room or hall as a lodge room, assembly hall or place for public meetings within the city and the directors or trustees of all schools shall, at all times, keep stairways leading from the exits to the buildings, rooms or halls in good repair and shall provide handrails for all such stairways.       3.   Supervision: All exits required to be placed and constructed by virtue of this subsection shall be so placed under the direction of the fire chief and the city council. (1925 Code § 21-6; amd. 2009 Code)
   B.   Theaters:
      1.   Exits And Railings: It shall be the duty of every person owning any building operated and managed as a theater within the city to provide at least two (2) exits leading from the balcony to the floor below in said building and to provide at least two (2) exits from the main floor of said building to the street below. It shall further be the duty of said owner to provide with handrails all stairways leading from said exits to said buildings and all exit doors to swing outward. (1925 Code § 21-4)
      2.   Fireproof Curtains: It shall be the duty of every person owning any building operated and managed as a theater within the city to provide a fireproof curtain to be hung in position at or in the proscenium opening of the stage of said theater, and it shall be the duty of said owners to see that the said fireproof curtain shall be kept in such good condition that it shall be at all times available for use in case of fire.    C.   Enforcement: It shall be the duty of the chief of police to enforce the provisions of this section, and he shall make complaint before the proper court of record in the city in all cases wherein said provisions have been violated. (1925 Code § 21-8; amd. 1981 Code)
   D.   Penalty: Whomsoever shall violate any of the provisions of this section shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00) for each offense. (1925 Code § 21-7; amd. 1981 Code; 2009 Code)
