1-5-5: GENERAL POWERS AND DUTIES:
The mayor shall:
   A.   Do and perform all such duties as are enjoined upon him by the laws of the state and the ordinances of the city, and shall take care that all the ordinances of the city are duly enforced, respected and observed.
   B.   Preside at all meetings of the city council, but shall not vote except:
      1.   In the case of a tie;
      2.   When half of the alderman elected have voted in favor of an ordinance, resolution or motion;
      3.   When a vote greater than a majority of the corporate authorities is require by state statute or local ordinance to adopt an ordinance resolution, or motion; or
      4.   As otherwise allowed or required by law.
   C.   Preserve order and decorum at all meetings.
   D.   At the first regular meeting of the city council of each fiscal year, and from time to time thereafter, give the city council information in writing relative to the affairs of the city, and he shall recommend for their consideration as he may deem expedient.
   E.   In the fulfillment of such duties, devote so much of his time as a faithful and efficient discharge thereof may require.
   F.   Decide upon all applications for licenses or reject the same, but it shall be his duty to grant all such applications when the same are in accordance with the laws and the ordinances of the city, and the applicant is of lawful age, and of good moral character and is qualified according to law and the ordinances of the city to receive the same; and the mayor shall have power to revoke any license so granted by him for a violation of the laws or ordinances of the city or for gross misconduct on the part of the licensee. Provided, that the party aggrieved may appeal to the city council at its next regular meeting when, if a majority of all the members elected to the city council so vote, said license shall again become valid and in full force.
   G.   Sign all commissions, licenses, permits and warrants granted, issued or drawn by the order of the city council or authorized by ordinance of the city. He shall sign all contracts where the city is a party unless otherwise provided, and it shall be his special duty to see that the other contracting party faithfully complies with the contract; and in all suits where the city is a party, he shall advise with and assist the city attorney in prosecuting or defending the same, as the case may be.
