No statement contained in this section 3-4-6 shall be construed as preventing any special agreement or arrangement between the authority and any industrial concern whereby an industrial waste of unusual strength or character may be accepted by the authority for treatment. In all such cases, the provisions set forth in article A of this chapter will be governing factors in any contracts entered into. (Ord., 10-21-1978)
