§ 30.15 MEETINGS.
   (A)   Regular meetings. The Common Council shall hold its first regular meeting on the first Monday in January of each year. Thereafter the Council shall meet in regular session on the second and fourth Mondays of each month at 7:00 p.m. local time. When any day fixed by this section for the regular meeting of the Common Council is designated by law as a legal holiday, the meeting shall be held on the following day, at the times specified. The Council may agree by majority vote to dispense with any regular session or to change the day or hour of any meeting, but the Council shall meet at least once each month.

   (B)   Special meetings; emergency meetings.
      (1)   Special meetings of the Council may be held on call of the Mayor, President Pro-Tempore or any three members of the Council. It shall be the duty of the President Pro-Tempore or the members calling the special session to notify the City Clerk-Treasurer of the meeting, of its date, hour and agenda. The City Clerk-Treasurer shall, at least 48 hours before the time set for the meeting, notify each member of the Council, either in person, by telephone or by notice left at the member's place of residence. Notice shall be given at least 48 hours in advance of the meeting to the news media and to the public as required by state law.
      (2)   Emergency meetings may be held provided there is compliance with the notice requirements of state law.
      (3)   At special or emergency meetings of Council, only such matters of business as are specifically stated in the call for the meeting may be conducted or acted upon.

   (C)   Budget meetings. Each year on or before the last Monday in August, the Council shall meet at 7:30 p.m. local time to fix the budget.
