§ 30.16 ELECTION OF OFFICERS; DUTIES OF PRESIDING OFFICER AND PRESIDENT PRO-TEMPORE.
   (A)   Election of officers. The City Executive shall preside at all meetings of the Common Council. At its first regular meeting on the first Monday of each succeeding January, the Council shall choose from its members a President Pro-Tempore.
   (B)   Duties of Presiding City Executive. The Presiding Officer shall rule on all points of order subject to an appeal to the Council by any two members, shall state all questions properly proposed, shall put all questions which come to a vote and shall declare the results of each vote. After any ordinance, resolution, address or order is adopted by the Council, the Presiding Officer shall certify the action and certification shall be attested by the Clerk-Treasurer. The Presiding Officer shall preserve order and decorum in the Council chambers. The Presiding Officer may take part in debate by passing the chair to the President Pro-Tempore and announcing “The chair wishes to speak.”
   (C)   Duties of President Pro-Tempore.
      (1)   The President Pro-Tempore shall appoint all standing committees at the first meeting in January or as soon thereafter as possible; provided that the standing committees shall serve only during the term of the President Pro-Tempore. The President Pro-Tempore shall appoint all special committees which may be ordered by the Council and fill all temporary and permanent vacancies which may occur in any of the standing or special committees. The President Pro-Tempore shall exercise any power or perform a function proper and necessary for the effective and efficient operation and function of the Council.
      (2)   It shall be the prerogative of the President Pro-Tempore to assign an ordinance and/or resolution to a standing or special committee. The President Pro-Tempore, or a Council member he designates, shall preside when the City Executive is absent or relinquishes the chair. The President ProTempore shall sit to the Mayor's right at all Council meetings.
