All meetings of the Common Council and its committees shall be conducted in accordance with the procedures set forth in “Robert's Rules of Order” except where a different procedure is required by state law, this chapter or other ordinances of the city. A majority of the members of the Council shall decide all matters of procedure not covered by the authority stated in this section.
