§ 30.18 AMENDMENT AND SUSPENSION OF RULES.
   These rules may be suspended by a two-thirds vote of the members of the Common Council. If a rule is suspended, a majority of the members present shall decide procedure to follow in lieu of the suspended rule. The power to suspend these rules shall not apply to rules which are required by state or federal statutory or constitutional law.
