§ 30.21 LIMITS ON DEBATE.  
   No member shall speak more than once on a question until every other member has had the opportunity to speak and shall be limited to five minutes. Debate cannot be closed so long as any member having pertinent input on the topic desire the floor, except by order of the Common Council which requires a two-thirds vote.
