§ 30.24 RIGHT TO EXPRESS DISSENT.
   Any member shall have the right to express dissent from or protest against any ordinance or resolution and have the reason entered into the record. This dissent or protest shall be in respectful language and may be filed in writing and presented to the Common Council not later than the next regular meeting following the date of passage of the ordinance or resolution.
