(A) An agenda of the order of the business of the regular meeting shall be prepared by the Clerk- Treasurer no later than closing time on the Thursday before a Monday meeting.
(B) Prior to any regular meeting on Monday evening, persons wishing to introduce matters for the consideration of the Common Council shall do so in writing with the Clerk-Treasurer not later than the closing 12:00 noon on the Wednesday preceding the regularly scheduled meeting on Monday evening. All written material submitted to the Clerk-Treasurer for consideration by the Council will begin with a Title block that includes an ordinance or resolution number assigned by the Clerk-Treasurer, a line indicating the author of the legislation, and a brief synopsis of the content.
(C) All ordinances to be tendered for passage shall be filed in not less than 15 copies, and all matters of inquiry from persons appearing before the Council not in ordinance or resolution form shall be reduced to writing in memorandum form describing the nature of the inquiry, the memoranda to be filed in 15 copies.
