For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ORDINANCE. Any legislation dealing with the government of the city, the control of the city's property and finances and the appropriation of money.
RESOLUTION. Any other matter submitted for passage not under the definition of an “ordinance.”
