§ 30.66 AMENDMENT OF ORDINANCES AND RESOLUTIONS.
   The following rules shall govern the Common Council when considering proposals for amendment of ordinances and resolutions:
   (A)   All amendments to resolutions or ordinances must be reduced to writing before they may be considered to be properly presented before the Council;
   (B)   An amendment must be germane to the proposition to which it is to apply;
   (C)   A primary amendment may be amended, but a secondary amendment may not be amended;
   (D)   When adopted, an amendment merely modifies the proposition or question to which it applies and the question before the Council is then the consideration of the proposal or question as amended; and
   (E)   An amendment once rejected may not be moved again in the same meeting of the Council without first reconsidering the vote by which the amendment was defeated.
