§ 31.05 CREDIT CARD POLICIES.
   The Mayor be and he is hereby authorized to make application for credit cards for use by the executive branch, legislative branch and other authorized city officials and employees under the following terms and conditions:
   (A)   When not in use, the credit cards shall be maintained in the Mayor's safe.
   (B)   The Mayor or Mayor's assistants, upon request by a city official/employee shall issue the credit card for use and shall keep a record showing the date of issuance, date of return and record of use of card.
   (C)   The credit cards may be used strictly for legitimate city business and shall never be used for personal purposes. The card shall be used for strictly legitimate city purposes or services and/or expenditures previously authorized in the city's various budgets.
   (D)   Claim forms with attached charge receipts shall be processed in a manner so as to take all reasonable care that no interest, carrying charges or penalties are incurred due to late payments. All such claims filed in connection with use of credit cards shall be itemized as provided in I.C. 5-11-10 before being approved and paid.
   (E)   The city shall obtain credit cards from only one credit card company and shall request and maintain no more than five credit cards for issuance.
   (F)   Credit cards so issued shall have a maximum limit of $5,000 for all departments except the Police Department which shall have a limit of $10,000. However, any purchase exceeding $5,000.00 requires preapproval by the Mayor or City Clerk/Treasurer.
   (G)   Late fees incurred shall be the personal responsibility of the card user's department head.
