(A) The annual salaries of the Mayor, the Clerk-Treasurer, and each member of the Common Council, effective at the commencement of the terms of those officers, payable from the General Fund of the city, shall be at the discretion of the Common Council.
(B) The annual salaries of the Mayor and Clerk-Treasurer herein provided for shall be paid in 24 equal installments payable on the first and fifteenth day of each month, for services rendered to those dates. The annual salaries of members of Council herein provided for shall be paid in monthly installments payable on the first day of each month for services to those dates.
