It is the purpose of this subchapter to retain some of the provisions of the Indiana Code regarding Local Government Services as the same existed as of the date of adoption of this subchapter, and as made applicable to the City of Vincennes, Indiana, while making changes that are important to the City of Vincennes, Indiana, and the meaning of all terms in this subchapter shall be deemed to be the same as those contained in the provisions of the Indiana Code.
